The Haryana government has decided to increase the floor area ratio (FAR) of individual residential plots in private colonies as well as for change of land (CLU) granted projects for residential use from 1.98 to 2.64. The state government’s decision to increase the FAR from 1.98 to 2.64, will allow almost 75% to 80% construction on a plot which was earlier limited to 66%. The ground coverage has been kept the same. The increase in the FAR would have to be purchased by the plot owners to facilitate additional construction. Two years ago, the department had increased the FAR from 1.45 to 1.98 on the demand of plot owners and developers.
FAR means total floor area (including the space covered by all the floors in a building) divided by the total area of land on which the plot is being built. When you multiply this number with the total area of land available to you, you get the maximum floor area you can have built on the plot. Floor Area Ratio decides the amount of construction that can be carried out on a plot and increase in this limit, allows increased construction. As per the new FAR limit of 2.64, for example, on a 200 square yard plot, four stories of 66 yard each can be built, and 68 sq. yd in the front and back will have to be left.

Small developers and plot owners in Gurugram have been demanding for an increase in FAR since the state government allowed registration of fourth floors of plotted house as independent dwelling units. Under the new rules, FAR for residential plots of 75 sq. m till 250 sq. m will be 2.64 and for 252 sq. m till more than 500 sq. m, it will be 2.40. Similarly, the ground coverage for up to 75 sq. m till 250 sq. m residential houses has been kept at 66% while for 251 sq. m till over 500 sq. m house, the ground coverage is 60%. Also, there is no increase in the number of dwelling units allowed. Wherever the building on a plot has already been constructed or under construction, the owner would have the option to purchase additional FAR to the extent, it is required. In such cases, HUDA would not insist on the purchase of the maximum allowed purchasable FAR. However, in case of fresh sanction of plans and in cases where construction is being raised after demolishing the existing structure, the option of partial purchasable FAR would not be available.
Growth in residential units will increase the demand for real estate. Hence, to improve the revenue generation capacity of real estate industry in Haryana, government has increased the FAR. This will lead fulfillment of existing housing demands as well as the creation of new housing demands resulting in an increased supply of real estate. Gurgaon may benefit from a hike in residential units because it has well-maintained amenities and infrastructure to cater to a large number of people. This will lead to further development of residential properties in Gurgaon.
This move will greatly boost the revenue of the state government. With this move, Property in Gurugram Home Developers and Plot Holders Association has estimated that revenue of around ₹530 crores would be generated from already constructed houses in the city alone. The revenue generated through purchasable FAR would be used to boost infrastructure and would go to the municipal authority concerned for licensed colonies and to HSPV to be used for development work.
