The Kherki Daula toll plaza will soon be moved out of Gurugram’s city limits, to another location almost 15km down the Jaipur highway. The Punjab and Haryana high court on Wednesday allowed the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) to take control of 50 acres in Panchgaon for shifting the Kherki Daula toll plaza and developing a transit hub. The National Highways Authority of India (NHAI) plans to create a 36-lane toll plaza at Panchgaon to replace the Kherki Daula toll plaza on the Delhi-Gurgaon Expressway.

The move will make it easier for residents of Gurugram who live around the Dwarka Expressway as they had to absurdly pay toll whenever they had to travel from one corner of the city to another till now. Apart from the MCD toll booths for commercial vehicles, the Kherki Daula toll plaza on the Delhi-Jaipur highway is the only one that is still functional in the immediate vicinity of Delhi. The Sirhaul toll plaza was removed in February 2014 and the Noida’s DND toll in October 2016. But this one persistently remained in the face of frequent protests.

Residents of Gurugram’s new sectors, 79-113 and nearby areas had been demanding that the toll plaza be shifted since 2015, when they started taking possession of their flats in the area. The United Association of New Gurugram had also filed a petition in the high court last year. The daily 20-30-minute, pollution emitting from vehicles and constant fights with toll operators were a few of the multiple reasons for the demand of removal of the toll plaza.

The shifting of Kherki Daula toll from the city limits will soon be initiated. According to the plan, out of the 50 acres, a toll plaza will be built on 40 acres while a regional rapid transit system (RRTS) station will be built on the remaining 10 acres. The Kherki Daula toll plaza will have 36 lanes. Initially, the toll plaza was supposed to be shifted to Sehrawan. The authorities had to drop their plan following a protest by the environmentalists, who had said that the area was a wildlife corridor.

A two-judge bench, which included Manjuri Nehru and Rajan Gupta, delivered the verdict after back-to-back arguments that went on for two days between Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) and landowners. A copy of the order is likely to be released on Thursday. The NHAI needs 40 acres for the toll plaza at Panchgaon. An action plan will be developed once the final order is out will be devised once the final order is out. And if all necessary clearances and acquisition are done timely, it will take about 3-4 months to build the structure of the toll plaza on the land in Pachgaon.

Millennium City Expressway Private Limited, the concessionaire for Gurgaon-Delhi Expressway, wants NHAI to compensate them for shutting the Kherki Daula toll before 2023, as per their agreement with the highways authority. S Raghuraman, CEO, MCEPL, said, “The NHAI needs to compensate us if they will end the Kherki Daula toll plaza before 2023.” The concessionaire officials went on to say that if the toll plaza is shifted from Kherki Daula, it would be difficult for the MCEPL to maintain the Gurgaon-Delhi Expressway. “If we are not earning, how will we able to maintain the 18km expressway?” said Raghuraman.
